The specific and primary purpose of the NPCS is to promote the general welfare of the effected neighborhoods; to preserve and improve the environment of the neighborhoods; to promote mutual cooperation of the distressed homeowner with these stated purposes; and to introduce the homeowner to an organization capable of providing the homeowner significant funds to help them start fresh without losing all the equity in their home.
The NPCS’s activities also include rehabilitation and development projects through capital infusion. This will deliver much more than improved homes. The program preserves the existing housing stock, increases the affordable housing stock, stabilizes residential neighborhoods and removes and redevelops blighted and substandard properties.
Rehabilitation and development projects also create employment opportunities offering a living wage for local residents and a new generation of homeowners to invest in local goods and services while increasing the tax revenue to the affected municipalities.
All these improvements to the distressed homeowner and the communities, through both a “new beginning” money to the homeowner and revitalization/rehabilitation of the neighborhoods, would not be
possible if it were not for the efforts of NPCS.
